As per the NHS England Yorkshire and the Humber Out of Programme (OOP) Guidance, postgraduate doctors and dentists in training (excluding those on the Foundation training programme) are required to give a minimum of six months’ notice when submitting an application to go out of programme.
To assist postgraduate doctors and dentists when making their application, we have created submission windows based on the start date of the OOP being requested. This will ensure that sufficient notice is provided by the applicant and that the administrative team can prioritise approval of applications in chronological order.
From 1 October 2024, postgraduate doctors and dentists must submit their OOP application to the relevant School mailbox in line with the timeline below.

We understand there is sometimes a need for applications to be submitted outside of this time frame, we ask that all exceptional applications are discussed with Head of School in the first instance.
If you are yet to be interviewed/or awaiting confirmation for an OOPR or OOPT you must still apply in the window 6 months before the proposed start date of your OOP. If the application window does not align with your plans, please first discuss with your TPD/HoS to obtain provisional approval before proceeding. After receiving approval, follow the usual process to submit your application to Programme Support. Your application will be considered and approved/declined by the response date. If your application is approved, and you are still awaiting confirmation of your placement whilst on OOP, you need to inform england.stp-programmemanagement.yh@nhs.net as soon as the outcome of your interview/ selection is confirmed. Note, that if your application is declined you should not proceed with further arrangements with regard to your intended OOP.
Appeals
Appeals must be submitted to england.stp-programmemanagement.yh@nhs.net within 10 working days of receiving the outcome. NHSE will notify you of the appeal decision within 10 working days.
Time to count training
Postgraduate doctors in training who are applying for OOP for Research or Training are eligible to request that this time counts towards their training programme. To do so, they must first submit a request to the relevant Royal College before applying for OOP. Details of this process can be found on the respective College's website. A confirmation from the College must accompany the OOP application. Once the OOP is approved, NHSE will submit an application to the GMC on your behalf for time to count, and you can expect a decision approximately four weeks after receiving your initial approval letter.
The outcome of all OOP applications will be confirmed in writing, in line with the above timeline.
Please note, if you have already submitted an application prior to the introduction of these submission windows on 1 October 2024, your application will still be processed and you do not need to resubmit.
